In singapore look for whore is not a crime,  even prostitution itself is not a crime if performed in a licensed place.  

What police are after are girls who standing on the streets  offering their services (AKA: FreeLancers), they are illegal.

So back to your question, why they dont capture those old uncles,  because the law says they have a right to go and look for whore, and the law dosen't  mention that they must go to a whore-house.  

However,  to those girls,  the law says  yes  prostitution is allowed  BUT ONLY in licensed whore houses.  So, if they go on the streets thats against the law.

One more thing,  normaly police will not charge those girls for prostitution, instead they charge them for not having the right working permit,  some girls on student passes, some on SVP, some on dependant pass, etc.  

Last but not least,  it it NOT old uncles that got for those girls, i'v seen many youngth, even students requesting for services.
