pr批下来后是否还要雇主签名的?

请教一个问题:申请PR是否可以在雇主签名一栏写上雇主不肯签名?听说即便PR批下来,还是要雇主再签名的.哪位高人指点一下如果雇主不肯签名,怎么办?
