我能报考新加坡这里的大学吗???????(part time)

我现在是PR..我的大专毕业证书是在中国拿的,学的是机械工程.我现在想考个本科.可是现在有工作,所以只能报part time的.想请教大家,怎么样才能报考这里的大学,需要什么英语水平?什么课程可以读...等等.很想知道.谢谢..
