请教一个语法问题

<P>有朋友认为，可以改成</P>
<P><a href="https://www.sgchinese.com/bbs" target="_blank" >www.sgchinese.com/bbs</A> is a website for Chinese people in Singapore, which <STRIKE>is</STRIKE> built based on ASP technology, <STRIKE>with </STRIKE>users mainly from Singapore.</P>
<P>不知这样的改法，是否会被认为有语法问题？相信在口语中这样说大家都懂，但是在文本表述上，这样是不是不正式？</P>
<P>请注意，本贴的问题，只是在于请教，“is”和“with”这两个词，是否可以去掉，去掉了，是否在语法上就有错。至于句子的语意，请不必在意，也不必去修改。</P>
