My tendency would be neither as the male and femal stand the same opportunity to be granted with PR. The dynamic and static proportion shifts between the both always indicate approximately 1:1. That could be well used to explain the former judgement. As per the latest Singapore Immigration Act Justification, any qualified SP/WP/EP pass holders are eligible for PR application. Whether they are granted with PR statue depands upon the stringent discretion and careful audit.
