6亿2000万消费税补助券开始派发

近210万名新加坡人将在这两个月获得政府派发总值6亿2000万元的消费税补助券。从明日起，人们可通过政府寄出的信函得知今年可获得的补助券数额。

　　消费税补助券（GST Voucher）由现金、填补保健储蓄（Medisave）户头和水电回扣计划（U-Save）三个元素组成。80万户组屋家庭将在本月获得总额1亿8000万元的水电费回扣。8月1日，政府会再拨出4亿4000万元填补国人的保健储蓄户头，以及把现金部分存入个人银行户头或用支票支出。

　　政府在今年的财政预算案宣布推出消费税补助券的永久性援助计划。这项计划旨在协助中低收入家庭抵消全年或部分的消费税开销。

　　财政部的文告说，个人可获得的补助券现金款项根据可估税收入（assessable income）和住家年值（annual value）而定。常年可估收入低于2万4000元并住家年值2万元或以下的新加坡人，最高可得到250元现金。

　　政府也会在同一天拨出1亿元填补65岁或更年长国人的保健储蓄户头。居住在年值不超过2万元住房的乐龄人士最高可得到450元的保健储蓄户头填补。

　　多数人无需额外申请就能获得这两项补贴，少数符合资格却没有申请政府之前分发的津贴，如去年的增长分红或前几年的消费税补贴者，若要在8月领到补助券的现金和保健储蓄户头补贴，必须在本月18日（星期三）之前提交申请。

　　他们可上网www.gstvoucher.gov.sg提出申请，或到任何民众俱乐部、社区发展理事会或公积金服务中心填写表格。要获得今年的补助券数额，最迟得在12月31日前提交申请。
另外，水电回扣计划的款额每年的1月和7月派发。
　　居住在一或二房式组屋的家庭将获得130元的水电回扣，可用来抵消一到两个月的平均水电费。

　　居住三、四房式的家庭得到的回扣平均能抵消一个月的水电费。要享有水电回扣，无需做出额外申请。

Who can get the GST Voucher − Cash?
To receive the GST Voucher − Cash in 2012, you must:
i)        You must be a Singapore citizen, residing in Singapore;
ii)        You must be aged 21 or above in 2012;
iii)        Your Assessable Income (AI) for the Year of Assessment (YA) 2011 must not exceed $24,000 (i.e. income earned in Calendar Year 2010 as assessed by IRAS);
iv)        The Annual Value (AV) of your home (as indicated on your NRIC) as at 31 December 2011 must not exceed $20,000; and
v)        You must not own more than one property.

If you meet the above criteria and have signed up previously for a Government payout (e.g. Growth Dividend or GST Credits), you will automatically receive your payout. You will also receive a letter from the Government in July to notify you of your payout. If you have not done so, the Government will send you a letter in July with details on how you can sign up.

4.2.1I live in a HDB flat. Will my household be eligible for the GST Voucher − U-Save?
To receive the GST Voucher − U-Save (which will be credited to your HDB flat's utilities account), your household has to fulfil the following conditions:

(i) If you own and live in your HDB flat, there must be at least one Singapore citizen owner or essential occupier* in the flat; or
(ii) If you partially sublet the HDB flat that you own and live in, there must be at least one Singapore citizen owner or essential occupier* in the flat; or
(iii) If the entire flat is sublet to you, there must be at least one Singaporean tenant;

AND

Immediate family members living in the same flat must not own or have any interest in more than one property.

*An essential occupier is one who is registered with HDB to form a family nucleus with the owner to qualify for an HDB flat.
