Hi, I have a question on the explanation of 12.8 policy of the additional stamp duty tax, HDB is considered as the property?

Say If I am a citizen, I have a HDB and one condo, if I buy 2nd condo, need I pay the extra 3%?

Other question is if I am a citizen, and my hubby is PR, if I buy 2nd condo, need I pay the extra 3%?
