monthly salary >9000
came to SG in OCT 2011.
reject this weekend.

there are some bad news this weekend.
My coworker who has the same file as mine was approved 2 weeks ago.
Very dissappointed at SG government.
Who can share some appeal experience?

Residence time in SG is too short to appeal for a different outcome
For your friend, maybe he just got lucky...

first things first, you need to make a clarification on the date which began your residential status here. It should not be Oct 2011.
Never expect anything transparent from SG governement as far as immigration scheme concerned.
What's ur coeorker's nationality? If he is not PRC and gets granted a PR, then the only interpration could be " government is trying to tighten up the number of PRs granted to PRCs'"
